Article one – Objectives:
The purpose of forming supervision & assessment council in universities & institutions of higher education is to direct the strategy and harmonize the evaluative, supervisory duties in order to achieve pre-determined qualitative and quantitative goals in universities & institution of higher education through the following procedures:
1-1: Supervising the successful execution of the schedules, research & educational regulations and rules
1-2: Supervising the way administrative, political, social, cultural activities are carried out
1-3: Identifying & determining the factors in the university which need to be evaluated.
1-4: Measuring the research and educational quality and quantity as well as the rate of efficiency of research & educational regulation & schedules
1-5: Analyzing & surveying collected information in order to determine the amount of university success in achieving the goals.
1-6: Presenting necessary proposals to the section underlying the university through relevant vice-presidents in order to improve their research and educational
Article two – Duties:
2-1: Surveying and confirming the executive methods regarding the supervision and assessment of the university.
2-2: Surveying and confirming the proposed plans concerning the supervision and assessment of the university.
2-3: Comparing the activities of the faculties and sub-units of the university and determining appropriate policies in order to improve their quality.
2-4: Surveying and confirming the ways of collecting data relevant to the university keeping them.
2-5: Arranging and confirming internal procedure and other necessary procedures of the council.
Article three – the combination of the council:
3-1: University president (Chairman of the council)
3-2: Vice-president for educational affairs (Vice-chairman)
3-3: Vice-president for research affairs
3-4: Vice-president for student affairs
3-5: Vice-president for administrative affairs
3-6: Vice-president for construction affairs
3-7: Head of scheduling and budgeting office
3-8: Head of supervision and assessment office of the university ( Council’s secretary)
3-9: Five individuals from among university outstanding teaching staff.
Rider one : The council’s secretariat is formed in supervision and assessment office and worked under the head of the office.
Rider two : the meeting of the council will be considered formal if half of the members plus on extra member take part in them and if the chairman or vice-chairman is present. The decisions will be valid with the votes of the majority of the members and they will be decisive and binding upon all subordinate units .
Article four – the following commissions are formed to advance the duties of the council and achieve the relevant goals:
4-1: Research – education commission
4-2: Administration, support, and construction commission.
4-3: Student, cultural, and political commission.
Rider one: reports received from faculties and subunits of the university are sent to the relevant commission through the secretariat of the council acceding to the subjects.
Rider two : Each commission is composed of the managers of the relevant office and two individuals from experts of each section at most which are appointed with the proposal of the relevant vice-presidents and given the decree by the chairman of the council.
Article 2-The duties of the council:
2-1: Surveying and ratifying the executive procedures related to the supervision and assessment of the university.
2-2: Surveying and ratifying the proposal plans related to the supervision and assessment.
2-3: Comparing the activities of the faculties and subset sections and determining appropriate policies to promote their quality.
2-4: Surveying and ratifying data collecting and keeping methods related to the university.
2-5: Making and ratifying inner regulations of the council and other necessary regulations.
Article 3- Members of the council:
3-1: University president.
3-2: Vice president for educational affairs.
3-3: Vice president for research affairs.
3-4: Vice president for student affairs.
3-5: Vice president for administration and support.
3-6: Vice president for construction.
3-7: Vice president for planning and budgeting.
3-8: Head of supervision and assessment office.
3-9: Five individuals from teaching staff.
Rider 1:Council secretariat is held in supervision and assessment office of the university and carries out its activities under the president of the university.
Rider 2: The meeting of the council will be recognized legal if half of the member plus an extra one are present and either the president or vice president attends the meeting.
Article 4- To make progress in its duties and achieve its goals, the following commissions are formed:
4-1: Education- research commission.
4-2: Administration, support and construction commission.
4-3: Political, cultural and student commission.
Rider 1: The reports which are received from faculties and subset sections are referred to the relevant commission through the secretariat of the council.
Rider 2: Each commission is composed of the managers of the relevant offices and at most two experts from each section who are appointed by the chief verdict according to the vice president’s proposal. Furthermore, the warden of martyrs’ descendant office should be one of the political, cultural and student commission.
Rider 3: Educational research commission meetings should take place in the office of vice president for education, administration,support, construction commission meetings in the office of administrative vice president, and political, cultural, student commission meetings in the office of vice president for student affairs.
Article 5- Duties of educational research commission:
5-1: Inspecting the execution of procedures, regulations and education- research plans.
5-2: Supervising the optimum use of education - research facilities.
5-3: Surveying the causes of drop or progress in education and research.
5-4: Surveying the evaluation methods of students’ research and their educational status and presenting necessary plans to them.
5-5: Surveying the questionnaires and evaluation instructions regarding the teaching staff on training, research, educational grounds.
5-6: Examining the current status and how to use the library, laboratories and workshops, teaching aids, print and publication optimally.
5-7: Examining the present situation of the educational departments and teaching staff on the basis of the number of teachers, their scientific rank, and the status of their educational activities (the rate of correspondence of their teaching methods with the title of the materials to be taught, which have been prescribed by the higher council of planning) as well as their research activities (compiling, translation, research, and sabbatical leaves).
5-8: Examining the present situation and possible shortcomings in the research projects’ improvements.
5-9: Supervising the way congresses, seminars, and educational workshops are held.
5-10: Collecting the received reports from the faculties and dependent sections of the relevant vice presidents and giving necessary suggestions to the supervision council of the university.
5-11: Supervising the educational trend of highly talented students.
Article 6- Duties of administration, support, and construction commission:
6-1: Surveying the execution of administrative, financial, construction laws concerning the relevant sections.
6-2: Evaluating the operation of dependent sections with respect to planning, organizing, directing, harmonizing and executing the regulations and establishing human relations.
6-3: Examining the present situation of the university personnel and their needs.
6-4: Evaluating the current situation of the dependent sections concerning space, equipment and their correspondence with cases of research educational quality and quantity in the university.
6-5: Collecting the received reports from the faculties and the dependent sections and giving necessary suggestions to the supervision council of the university.
Article 7- Duties of political, cultural, student commission:
7-1: Presenting appropriate methods for examining the cultural activities of the university.
7-2: Evaluating the way political, cultural regulations and schedules are executed.
7-3: Evaluating the welfare status of the students and university personnel in general.
7-4: Examining the operations of political, cultural organizations of students and the university personnel.
7-5: Evaluating social, cultural problems of the students and those factors which can cause their depression for studying.
7-6: Evaluating special welfare,and social, cultural, educational status of martyrs’ descendants.
7-7: Collecting the received reports from the faculties and dependent sections and giving necessary suggestions to the supervision council of the university.
Article 8- All faculties and dependent sections of the university are required to necessarily cooperate with the secretariat of the council.
Article 9- In order to achieve goals and perform the duties favorably, the secretariat of the council is granted special budget every year.
